Here's a few working character builds:
Specializing in one or 2 gun types is the most straightforward way to do things. Your starting 9mm pistol is a relatively good weapon and come with a fair amount of ammunition.
You don't need much Strength except for carrying loot, but Agility is mostly irrelevant to this build as you won't pick a lot of locks. And more to the point, combat skills are easy to increase and have only a small influence on your accuracy, so you can counter your low agility with the lockpicking skill (which has synergy with your high Perception.

Melee is cheap, you can allocate a fair amount of skill point to Stealth. All you will need is a good combat knife. Don't forget to corner your target, otherwise you'll have to chase him. However don't expect to charge a shotgun equipped cop and be victorious.

Thieves have good odds against safes and are decent pick-pockets, however they don't last very long during a combat. A high charisma allows them to get discounts in stores. When Pawn Shops will be improved it will also give a bonus when selling loot.
