Civilians

You will mostly come across civilians in GRA. Except for a few exceptions, they are unarmed and will favor fleeing instead of fighting. They can also be an endless source of money and general loot for your character. Civilians perform many jobs in the city, from the general merchant to the factory workers.

They are protected by the police and hostile actions against them will raise your Alert Level.
