Thugs are violent criminals. They patrol the city looking for enemies to earn a living. As such, you will usually see them fighting against cops. They have good combat stats and their weaponry slightly differ from the one used by the police officers.

They can be found all over the city, however they are more frequent in City Center and Streets map types.
